What Does Hawaii Require?

Hawaii’s food safety rules (HAR Chapter 11-50) require the person in charge to hold food safety certification. Hawaii has not adopted the FDA requirement that every person in charge be a Certified Food Protection Manager, but a manager-level certification goes beyond the state minimum.

The Person-in-Charge Requirement

  • A person in charge must be present during all hours of operation.
  • The person in charge must demonstrate basic food safety knowledge by completing a food safety course that is part of a DOH program or another DOH-approved program.
  • DOH says ANSI-accredited courses meet this requirement, in addition to its own workshops.
  • DOH may waive the requirement for minimal-risk establishments.

Is food manager certification required in Hawaii?

Not at the manager level. Hawaii requires the person in charge to complete a food safety course from a Department of Health program or another DOH-approved program, and a person in charge must be present during all hours of operation. Hawaii has not adopted the FDA requirement that every person in charge be a Certified Food Protection Manager.

Does a food manager certification meet Hawaii’s requirement?

Hawaii DOH states that ANSI-accredited courses meet its food safety certification requirement, in addition to DOH workshops. Did Hawaii’s 2025 rule update change the requirement?

Hawaii updated HAR Chapter 11-50 effective August 24, 2025. DOH said that, at this time, it is not adopting the 2022 FDA Food Code requirement that all persons in charge be Certified Food Protection Managers, relying instead on its mandatory food handler education certification and placarding program.

Who needs to be certified?

Are any establishments exempt?

DOH may waive the requirement for food establishments the director deems to pose minimal risk of causing or contributing to foodborne illness, based on the nature of the operation and extent of food preparation.

Can I take the Hawaii food manager exam online?

Yes. The exam is taken online with a remote proctor from your home or office. No scheduling is required. You need a laptop, desktop or Chromebook with a webcam and microphone, a government-issued photo ID and a private room.

How long is the certificate valid?

The Always Food Safe Food Protection Manager certificate is valid for five years. DOH’s own Food Safety Class certification is valid for three years.

What happens if I fail the exam?
