Oregon Food Manager Certification Rules

Oregon’s Food Sanitation Rules, OAR 333-150-0000, now follow the 2022 FDA Food Code. Food manager certification becomes required in two phases starting in 2029, and it already satisfies Oregon’s person-in-charge knowledge rule.

OAR 333-150-0000 — Oregon Health Authority

The Two-Phase CFPM Rule

  • Phase 1 — January 1, 2029: at least one person in charge must be a Certified Food Protection Manager who passed a test that is part of an accredited program.
  • Phase 2 — January 1, 2031: at least one person in charge working each day must be a CFPM, present during the establishment’s highest-risk hours.
  • Oregon Department of Agriculture–licensed retail food establishments must have at least one CFPM on staff by July 1, 2028.

Oregon Food Manager Certification FAQs

Is food manager certification required in Oregon?

It becomes required in phases. Under Oregon’s updated Food Sanitation Rules, at least one person in charge must be a certified food protection manager starting January 1, 2029. Until then, certification is one way the person in charge can meet Oregon’s Demonstration of Knowledge requirement.

What changes in 2031?

Starting January 1, 2031, at least one person in charge working each day must be a certified food protection manager, and that person must be present during the hours of operation that represent the highest food safety risk.

Does the rule apply to grocery and retail stores?

Retail food establishments licensed by the Oregon Department of Agriculture follow ODA’s updated Retail Food Code, which requires at least one certified food protection manager on staff by July 1, 2028. Certain minimal-risk establishments are exempt.

Why get certified before 2029?

A certified food manager serving as person in charge already meets Oregon’s Demonstration of Knowledge requirement, and certified managers do not need a separate Oregon Food Handler Card.

Do certified managers need an Oregon Food Handler Card?

No. The Oregon Health Authority says managers who have passed an accepted food manager course are not required to have a Food Handler Card, and their certificate can be used in any county statewide.

Is the Always Food Safe certification accepted in Oregon?

Yes. Oregon accepts online food manager certificates that are ANSI-CFP accredited. The Always Food Safe Food Protection Manager exam is accredited by the ANSI National Accreditation Board (ANAB).

Can I take the Oregon food manager exam online?

Yes. The exam is taken online with a remote proctor from your home or office. No scheduling is required. You need a laptop, desktop or Chromebook with a webcam and microphone, a government-issued photo ID and a private room.

How long is the certificate valid?

The Always Food Safe Food Protection Manager certificate is valid for five years.

What does the $179.95 package include?

The package includes the self-paced online video course, chapter quizzes and practice exam, the ANAB-accredited Food Protection Manager exam, the remote proctor fee, a second exam attempt if needed, and the 5-year certificate.

What happens if I fail the exam?

Your package includes two exam attempts. If you do not pass the first attempt, you can take the exam a second time at no additional cost.

Can I use my phone or tablet for the exam?

No. Mobile phones, iPads and tablets are not supported for the proctored exam. You can study the course on any device, but the exam requires a laptop, desktop or Chromebook with a webcam and microphone.

Is this certification equivalent to ServSafe?

Yes. Both the Always Food Safe and ServSafe food manager exams are ANAB accredited under Conference for Food Protection standards, which is what Oregon accepts.
